Taken in part from the unapproved minutes of the regular meeting of City Council, City of Scobey, Montana held Tuesday, October 22, 2024 at 8:30 a.m. at City Hall. REGULAR MEETING Mayor Morgan Lekvold called the meeting to order with council members Seth Axtman, Niki Larson, Greg Crowder, and Brian French present. Also, in attendance were Kashia Dorsey, John Bach Project Engineer with Interstate Engineering, City Attorney Ben Fosland, PWD Steve Berreth, and Clerk Sonya M. Southland.

OpenBids5th Ave. Street Project - Mayor Lekvold opened the bids at 8:31 a.m. The City received four bids. Bids opened in the order they were received: Century Companies Inc. $466,820.00 Wharton Asphalt LLC, $377,112.00 Hardrive Construction Inc. $300,874.00 Bishop Inc. $484,200.00 Public Comment – Kashia Dorsey introduced herself. I am a grant writer, and it’s my understanding you have a splash pad project coming up; the application for the grant the City wanted to apply for was due the end of August and does require a 50% match – this is as good an example of how I am just not a grant writer. I also do research, development, communication, networking, pre-application forms, and project management. I know the city has significant needs, such as a new fire hall, streets, infrastructure, and updates to emergency response. Kashia explained the timeline depends on the grant; there are three different forms - federal, state, and private/non-profit funding – federal funding takes a lot of time and resources.
